Yes it most certainly is for near shots. Put a scope on it and get after 'em.
Sounds to me like a rules change is in order. Can you carry a shotgun?
Pistol should be OK for woods hunting but if you've got some pastures, that's where I'd be and I'd be pretty frustrated with just a pistol.
I hope I don't know why that rule is in place...

Yes a decoy will work and would be helpful to get the yote in close for a pistol shot, i would use a solid bullet for penetration.
