I used to fish for my cat.
Had a 4 ft rod and put a zebco reel on it. Cut the hook off a flipping jig and would flip that to the cat. I'd try to reel the jig in and the cat would try to steal the jig. Cat would pounce on the jig and actually growl when I would pull on the line. Cat was good for about an hour of entertainment before giving up.
