^^^This^^^. Wouldn't have many repeat offenders. Kinda like other crimes in society would be with strict laws. Steal, get your hand cut off, murder , you lose your life too etc etc. No crimes in this country result in much of a penalty.

Because criminals pay attention to laws, right?
