I'm also thinking a great horned owl. They'll often eat flesh around the head and neck, and possibly other meat that is easily available. As the craw was gone, I suggest a great horned owl is the culprit.
Had a professor in college that got his PhD on turkeys and found a major contributor for adult mortality was birds that were spooked, flying into tree limbs and injuring themselves or completely impaling themselves on a limb. I try not to flush turkeys especially on a rode way.
