Attractor buoys Clarks Hill

Has anyone fished the fish attractor buoys on Clarks Hill/Thurmond Lake? What the heck are they anyway? I assume the are PVC pipe trees or something. Here are the locations of them.

The ones in West Point are cane stalks . They use that because it's not a hazard to boaters . I've tried around some but no luck for me but they might be better for crappies.
 
Most of these are brush piles put out by DNR. Here in SC, every Christmas when people are finished with their trees, dnr will pick them up and use them for brush piles. Personally I like to find my own places because the fish are going to move depending on the season.
