SENIOR BUILDING INSPECTOR

This position is responsible for conducting building inspections in support of the administration and enforcement of building codes. The position is designated as Safety-Sensitive and will be subject to unannounced random drug screen testing.

MAJOR DUTIES
• Provides information and expert technical assistance to city staff, builders, or the general public concerning codes and ordinances, code interpretation, code requirements, construction plan reviews, building permits, building inspections related issues.
• Assumes the role of Assistant Building Official in the absence of the Assistant Building Official.
• Conducts reviews of construction plans to ensure compliance with applicable codes; reviews and interprets blueprints, drawings, construction plans and specifications.
• Performs site inspections to ensure compliance with approved plans and codes; inspects electrical systems, HVAC systems, plumbing systems, foundations, framing, etc.
• Receives and responds to complaints; investigates complaints for potential code violations, defective construction, unsafe buildings, hazardous conditions or other issues; discuss problems with property owners and contractors; recommends solutions; assists with mediations and resolving conflicts; maintains detailed records.
• Assists other departments and in-house project managers with the construction, maintenance, rehabilitation or alteration of city facilities.
• Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION
• Knowledge of the International Building Code, the International Residential Code, the International Mechanical Code, the International Plumbing Code, and the National Electric Code.
• Knowledge of building processes and terminology.
• Knowledge of building inspection processes and procedures.
• Knowledge of local and state appeals processes.
• Knowledge of land uses laws, rules and ordinances.
• Knowledge of city and department policies and procedures.
• Knowledge of computers and job-related software programs.
• Skill in reading blueprints and construction documents.
• Skill in conducting and documenting site, structural, energy, electrical, plumbing and mechanical inspections
• Skill in oral and written communication.

SUPERVISORY CONTROLS
The Chief Building Official assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include relevant building, mechanical, plumbing, electrical and energy codes; state and local construction laws; local land use ordinances; and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
• The work consists of varied technical construction inspection and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
• The purpose of this position is to perform building inspections in the enforcement of buildings codes. Successful performance ensures compliance with all relevant building codes and ordinances.

• Contacts are typically with co-workers, other city employees, general and subcontractors, real estate personnel, business leaders, property owners, developers, surveyors, architects, engineers, and the general public.
• Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
• The work is typically performed while intermittently sitting, standing, walking, bending, crouching or stooping. The employee occasionally lifts light objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.

MINIMUM QUALIFICATIONS
• Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
• Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
• High School Diploma or equivalent required; Associate’s Degree or formal technical training preferred; minimum five (5) years of progressively responsible related experience in inspections or construction trades; must possess commercial combination inspector certification by the International Code Council; valid State of Georgia Driver’s License; equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
• Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.

Salary: $54,750.00/year dependent upon experience and qualifications.
