Selective enforcement. Merchants will be up in arms or should be.

"The chief puts the onus on the merchant to file the incident and, if necessary, spend the funds to hire an off-duty Atlanta or metro officer who can make the sure the culprit is made to pay for his crime."

not condoning it, but I foresee merchants thinking that if they have to pay out-of-pocket to pursue justice then they will give the cops a real reason to respond and they better bring an ambulance with them. If it's a chain store, the merchants might suck it up & accept the fact that we are now a Third World nation. If it's privately owned, they might hire some security to "tenderize" the shoplifters before the cops come to get them - or rather what's left of them.

They lack the money to preform their job, so they are trying to pass the buck on to the merchants to hire security..Boils down to the city spending money on other things besides law enforcement. Good reason to stay away from Atlanta.

Selective enforcement of laws is a very slippery slope. The businesses should deduct their losses from there business license costs

How much you wanna bet on that? You're not going to respond to calls in Buckhead? Arthur Blank is gonna have the mayor straighten you out in a jiffy.

Alternative; get rid of all the cops (chief too), save the money and let the business owners handle it without government interference.

It’s working just like kisha wants it too. My buddy was in Atl today and had a run in with a homeless panhandler long story short panhandler goes free and Buddie gets a disordly conduct citation. Of course he’s white and has a job fine is 300 bucks. The new mayor knows that people with jobs will pay so they can get on with their life and the criminal types will run loose with nothing to fear
