Could you top sow that on a traditional wheat/oat fall plot, or would that be too much competition for it to get established? If planted in the fall, would it be the next spring before it really comes in?

Top sow after you drag in your wheat/oat plot. Clover seed is tiny and you do not want to cover it. You just want seed to soil contact. It will come up in the fall but will really flourish in the spring and into the summer as your wheat/oats die off giving your deer food pretty much year round.
