Preform. My guess is he abandoned it because of those step fractures stacking up.

I think that they often worked a bunch of rock into preforms like that to make it easier to tote, and finished them up as needed. That one has had the initial thinning done and a centerline established, but lacks the final thinning. Sometimes big caches of preforms like that have been found.
 
Could be a preform, but. There are small pressure flakes all around the edge which might be a working knife edge. Preforms usually show platform remnants without a finished edge like this one is displaying.

Unless maybe it's been pressure flaked to set it up to abrade and start doing the heavy pressure flaking? I often do that before I start the first pressure series.
