I was talking to a feller and he offered to sell me a kubota b7410 tractor from what I have found I online it is 19 horsepower and he said it's a 2007 model. It has a front end loader on it and a scrape blade with it. 71 hours.4wd and hydrostatic. Anyone had any experience with these tractors? Would it be enough for bush hogging and planting small food plots ? I'll post a picture of it it's in real good shape

Yes it would IF you stay with in a few general rules.
Note the width of the tractor, purchase implements that match it's width (approximately). Don't be tempted to purchase a 5' bushhog or 5' harrows for a 4' tractor.
That tractor size is perfect for what you describe its intended use, it's lightweight, easy to operate and very maneuverable

I have no idea price wise what is fair.
Looking at the specs of that model, you will be at the limits of it's capability if using a set of 48" harrows or a 48" rotary mower.
Or at least by what most manufacturers of these suggest.

I have the same tractor, like what was mentioned get 4ft implements. I use it as my primary mower and on hunting leases.
