I’ve had good luck with Penn. My current surf/pier rod is a Penn combo that I bought about 6 years ago. The rod was really the piece where I had no clue.

If you can catch a big tarpon from the beach without a super-duper spinning reel with very heavy drag and heavy line, I will have to tip my hat to you!

I would consider a Shimano Teramar SE 8' rod. These rods are made to fish for tarpon from the beach and come in several weights and actions.
I have a 7' and a 7'6" and I really like the rod. With the TC4 construction they are tough rods.

The next heavy reel I get is one of these, Okuma Azores, lots of line capacity and 44 lb. drag.
