Something else to consider in these rough mountain counties is that you don't have too many folks hunting. Lot's of folks won't hunt the mountain terrain if they have anywhere else to hunt. Low hunter numbers will have an impact on harvest, especially when you have thousands of acres of NF with no one hunting on it.

I never see another hunter, unless it's one of those close to the highway places that have a few deer.

Yeah for those people who are sick of hunting clubs and being crowded by other hunters, drive a little pig trail of a road as far back as you can. Get out of your truck and walk 30 mins to an hours or more, and you will have 1000's of acres all to yourself! It is kind of nice!! (except the few deer you see)
