All condemned, but all justified

Rom.5
18 Therefore as by the offence of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men unto justification of life.

Someone explain to me how this text is not saying every single individual is justified by Christ.

I believe it is a free gift available to all.

Justification emphasizes being in right relationship with God, salvation emphasizes the idea that we are rescued by Jesus from sin and eternal death.

The gracious action of God which frees us from sin and communicates “the righteousness of God through faith in Jesus Christ” (Rom. 3:22)

righteousness in Rom 3:22 is being is a synonym for justification. Therefore justification is available for all but only through Christ Jesus.
