legally, no. But maximum fine is $5000 and a trip to Canada to hunt black bears over bait will cost close to that.
What if your sitting on corn and a bear ambles by at a distance in no way interested in the corn?

It is illegal to hunt bear over any baited site... If you want to hunt bear - do not bait at all.
I predict a record bear harvest this season. Write that down...
