Since it’s pinned making it 16” I’m 99% sure it is. I say that because a Colt M4 with the socom barrel that’s 14.5” pinned is perfectly legal to own. It has a rifle lower (how it’ll be registered) so you are good to go.

It's a 1 stamp firearm, for the suppressor. Under 16" or no permanent silencer and it's a 2 stamp gun, 1 for suppressor and 1 for SBR.
