why don't they turn the power off when a hurricane is gonna hit ? Ive been watching the news coverage and several times they commented that the power was still on. Id think there would be a lot less chance of someone getting electrocuted by downed lines if they turned it off to the whole area just before it hits.

Then there are those that will complain they turned it off too early and turned back on too soon. There is no way they could win.

First they don't know for sure where they are going to lose power. You can be people who have the power shut off but never lose power will be raising Cain about that.

Secondly, the areas with power out identify the area that needs to be serviced.
