You can substitute 54 cal dry wads in place of 28ga wads.

Last year I took 20 gauge felt wads and cut them down to 28.

Started out trying to make a punch out of a piece of pipe, but ended up using a single edge razor and sometimes a decent pair of scissors (using a 28 ga cork wad as my guide on size).

It worked really well.

Very satisfying to do all this work and have it play out with a bird flopping. These were 9's at 35-38 yards.
