Another instance of Iran in Iraq

Maj. Gen. Rick Lynch, whose command includes the volatile southern rim of Baghdad and districts to the south, said his troops are tracking about 50 members of Iran's Revolutionary Guard Corps in their area — the first detailed allegation that Iranians have been training fighters within Iraq's borders.

I see articles like this and wonder why the General is saying

"We know they're here and we target them as well,"
Instead of going ahead and capturing or killing them and then we send a message to Iran that actions have consequences. It wouldn't be a big invasion or anything...just an air strike or a cruise missle attack. It seems Iran does not want peace in the area...but like Hezbollah tried to do with Israel, when the fighting starts, they want to attempt to portray the US as the agressor in the court of world opinion.
