When we lived in SC a man stopped on I-95 and got some hawk feathers that had been hit by a car or truck I see that often along many roadways. He went around showing the pretty feathers to folks until someone reported him. The game warden paid him a visit and the man was fined. I don't know if the man was charged by the feds or not.
