They are hit or miss on waterproofing but for 34 dollars what do you expect?

Yep. Just don't camp in a rainstorm with a tent with a fly that ends halfway down the tent.

This. Rain fly should go all the way down and cover the tent. Worthless otherwise.

My comment above about a fly being worthless not reaching the ground was based on mutli-day and/or backcountry tent camping.

For an emergency shelter that should work fine. I would suggest setting it up and applying tent seam sealer and a waterproofing spray (especially the areas not covered by the rain fly) before you toss it in the trunk.
