Regardless of the grass type, they almost always use hydroseeding to distribute the seeds. On steep side banks of a highway, I usually see weeping lovegrass around here. That hydroseeding is pretty awesome in that it takes the least amount of physical labor to distribute and it will grow pretty fast.

What is the grass seed mix that is used by GDOT and the counties after construction?

It is called Bahia grass. Don’t know what you’re gonna do with it but its tough and drought resistant.
