Another thing needing checked is the MOP breaker size correct for the appliance it is providing power to. It is possible someone installed an incorrect breaker size and you have an appliance overamping and will not trip the breaker due to oversize breakers. This can be very dangerous.

House lights flicker

I have seen breakers start to weaken. One easy thing is when you're not using lights or power is to flip the breakers off and on a couple of times. Worth a shot.

We have can recessed lights that are LED and they will flicker when the ac kicks on. I called the builder and he had AC guy come out and didn't find anything. It's just a quick flicker. They don't go out.
