Strange Buried Bag Thing in County Park this morning

In a park in Gwinnett County, walking along an old road bed, I found this.

There were two plastic ribbons, held down by a plastic bag of what seemed to be wet clay, with some crabgrass and pine straw, with a hole already torn open on it, buried down about 7 inches.

What is this?

May be dirt that was being collected for a perk test on the soil. Look for an auger hole about the size of a baseball
Looks like someone stole the dog poo and substituted grass.

Do they have root doctors and-or conjure women up there like they still have here?
