Strange Buried Bag Thing in County Park this morning

In a park in Gwinnett County, walking along an old road bed, I found this.

There were two plastic ribbons, held down by a plastic bag of what seemed to be wet clay, with some crabgrass and pine straw, with a hole already torn open on it, buried down about 7 inches.


What is this?

I found two more of these on Sunday, nearby, on another road bed. These had flag markers instead of ribbons.
