Witches broom or nest?

Saw this large mass near the top of a tall pine at the park. I'm there frequently, but don't recall seeing it prior to this week. There is a small lake just down the hill that usually has plenty of herons and other egrets, and I've seen Great Horned Owls in the vicinity. Didn't see any activity around or near the area while I was there. The fact that the needles are still green has me leaning towards it being a "witches broom."

Never heard of witches broom. Learn from forum members all the time. Thanks folks. Thinking I have seen it too now that I know it's a thing.
