are CDL driver's license needed

Got in a discussion about what is needed for one of the small 16 passenger buses and what dl is needed. No air brakes and less than 24k pounds. One side says a P license is all that is needed and the other a CDL.

DDS has been no help.

I am almost positive that any vehicle over 15 passenger capacity requires a CDL.

Per the GA DDS website..
Class ‘C’ Commercial Driver’s Licenses are issued only if the vehicle is designed to transport sixteen or more passengers (including the driver), or utilized to transport hazardous materials in quantities that require placarding.
The 'P' you speak of is an endorsement, not a class/level.

Thanks. I remembered the number to be 15 including the driver but was having trouble finding the regulation.

I know it is an endorsement just like SP but oops.

Also, if it is a passenger type vehicle with dual rear tires on the
back then a CDL is required.

I don't think so.

Georgia classifies commercial vehicles that require a CDL to drive as follows:
•Class A: Operate vehicles weighing more than 26,001 pounds that tow trailers or other vehicles weighing over 10,000 pounds
•Class B: Operate vehicles weighing more than 26,001 pounds and tow trailers or vehicles that weigh less than 10,000 pounds
•Class C: Operate vehicles that may transport 16 or more people or vehicles that transport hazardous materials
