what the heck IS it?....looks like maybe a .22 caliber..

The swing to the left breach block(the small tang by the hammer) and the pivoted extractor(what you see on the right side with the screw) ... defiantly a Flobert ... in .22 short or .22 BB Cap

Yep. Used for shooting blanks to start races. And also used to teach gun safety. The instructor would shoot a sheet of paper to show you even a blank is destructible.

Blanks may have been what many were used for ... but they were designed for shooting in indoor shooting parlors ... they shot BB Caps or CB caps ... the BB used the primer for the charge and had a velocity of 700 fps or so with a lead round ball ... CB Conical Ball used a slightly heavier conical bullet at about the same or slightly faster velocity ....
