What is going on with this bear's fur??

I'm not a bear hunter and didn't think we had any bears on our Washington County property. We haven't seen any bears or gotten any trail camera pictures of bears in six years. Now this guy shows up last week on my trail camera. He looks like a pretty big mature bear to me. What's going on with his fur?

Infrared doesn't always show things as they truly appear, especially black things. It certainly could be a skin condition like mange, but bears are often thin in their summer coat and the camera may just be reflecting his skin under a very thin coat.
But he sure does look mangy.

In areas where bears and heat meet, bears rub their fur off a lot. I helped trapped bears in White River Arkansas and they looked naked by the end of a delta summer.
