07 Evinrude 50 hp Etec starter

Having issues with a 07 50 hp Evinrude Etec. When I turn the key I hear a single click 9 time out of 10 turns. When the starter does spin it wont spin the engine over. I have tried 3 different batteries with the same outcome. I was able to get it to spin the motor last week but know it won't. I am thinking it needs a new starter but wanted a second opinion before I spend the money on parts I may not need. Motor has not been run in about 5 yrs.

hook up an electrical meter at the connection terminal on the starter. Have someone else try to start the engine while you are reading the voltage. If the voltage stays above 12VDC, you are having starter issues. If if drops below that by much, you have connection issues.
