Dude, again, read the regulations. I know what a drill is. It doesn't matter how you plant it, it is the time you plant. Drill, harrow, drag, bring in dump trucks of top soil. in and cover the seed up, it makes no difference because if it isn't being planted in the dates considered normal agricultural practices. Even if you plant within the dates, you still can't just put the seed on top and not cover themes that isn't even an option. If you plant wheat, drill or no drill, before the date listed for your area, your field isn't legal.
