Looks like a young ruddy shellduck. If it was shot in the states it is most likely an aviary escapee

I think it is an Australian Shelduck instead of a ruddy. I would also agree that is is likely escaped from someones pen.

Could very well be. Just looked at the wings quickly and saw shellduck. Upon a closer look the head color is not right.
