Not a groundhog. I'd say dog or beaver. The fur has gray underfur like a beaver or muskrat, but it's a bit big for a muskrat.

I seen a bald eagle eating on a deer carcass right off the side of the road on pine log circle a couple/three weeks ago but it was an adolescent whereas that one is full grown. They're lots of alpaca farms in the area around here too. I'm gonna go with young alpaca.

After finally looking at it on computer screen…. I see hooves. Whatever it is is laying on its back with tail towards camera. What looks like a webbed foot is not. There’s no scapula so the
“leg” sticking up isn’t a leg. It’s also headless so with that coloration and coarse hair, it could be a small goat.

It’s smaller than the eagle . I’ve never been around ground hogs , is that a possibility

I don't know what it is but the Eagle is enjoying a good meal off it.

But I agree with Hillbilly I don't think that is a ground hog, we had them at Aberdeen Proving Grounds Maryland when I was with the Army, their fur was smooth and not long like that animal in the photograph.
