Here are a couple of photos from a broken limb of an oak tree.

I guess this is a form of chaga.

It is charcoal in texture.

Sometimes I wonder?

I don't know anything about chaga. But the information I found said that in U.S. it grows in Alaska and other cold climate locations. It also said that it grows predominantly on birch trees. The tree in your picture is not a birch tree.

I can't answer your question but that is what I found doing a quick search.
