WMA Date clarifying

Talked to another hunter on Thursday and he said Paulding Forest is quota ONLY. I looked just now and looks to me like there are two quotas, then it’s open May 1-15. Sheffield looks the same and I thought that’s similar to last year. Am I reading this right?
