How to remove these types of screw?

I bought a metal picture frame at the goodwill and need to put a different picture in.

Its all one piece folded over 3 times and joined with these screws at the 4th corner.

I cant get this thing apart for nothing.

Those are rivets. You will have to drill the rivets out with a metal drill bit and then re-rivet it back together with a rivet that fits that hole and a rivet gun.

Just drill head off and pop out.

replacing them is simple, you can get the rivets at wally world or any hardware store and use a hand squeeze rivet gun takes about 2 minutes max.
