Our club does not have a limit. No one has ever tagged out and most memebers take 1 or 2.
I think that the limiting of does is highly dependent on the amount of land you have to hunt. The bigger the property the more you can control what's happening. With a small club 400-1,000 acres you really have no control over deer population. Your club could set very strict limits but the other clubs surrounding yours can do whatever they want. Trying to reach a consensus with other clubs in your area is challenging to say the least.
That's why we are all highly dependent on what the DNR folks impose as guidelines/laws for the entire state.
