Has any one ever covered seed and fetilizer with a tiller? Got a couple of poor access plots that would be great if it is plausible. ????

I do it every year planting a cover crop in my garden, I just run the tractor in a higher gear and only let the tiller into the soil an inch or so. I also pack the soil by just running the tractor over the ground Since I don’t have a cultipacker.
