What I need to know about boating!!!

Hey guys I am about to start looking for me a cheap river boat or jon boat to do some fishing out of and I have never owned a boat before so I just need to know some things that only boat owners know

Is there anything I should look out for when buying a boat?

What do I have to do to make my boat legal for lakes,rivers?

Do I need any special liscens?

Do you have to have a certain kind of boat to fish tournaments?
