Could be some sort of scraper, but it looks more to me like a first-stage preform that someone has started stitching the edge to set up striking platforms to start thinning it.

The way it fits the hand ,I too thought that it was possibly a scraper of sorts. But like ya said could've been a preform. Thanks for the help !!
