Ok, just so none of you get in an argument with them and end up being wrong, here's the law pertaining to bicyclists. They are not required to be single file, but can only ride 2 abreast. And they can have the whole lane IF they are doing the posted speed limit.

Yes they will and they will win in an out of court settlement . When working on a road you can't take anything for granted . People are stupid an there's a lawyer under every rock .
It don't matter if it was a bike, car or a person walking if you put something in the roadway you better have traffic control on the spot .
