New bass limits?

I got an email from DNR that says there is a new proposed rule changing the limits on certain black bass species. I followed the link and it opens a pdf document that doesn't seem to have the proposed rule change attached that I can find.

Went directly to the DNR website https://georgiawildlife.com/regulations/proposed and followed the link and it opens the same pdf page. May be a problem on my end or the attachment just isn't there...not sure.

Did anyone else get the details that I can't seem to see?
