Light coat of seasoned flour, brown on all sides in Dutch oven, remove from pan, add onion, carrot and celery let cook down some. Deglaze pan with wine or beer. Add shanks back to pan and cover half way with stock. Cover pan and slow cook in oven.

Never put celery on anything! That stuff is not made for human consumption. Yuucck!

Agreed. Never put celery on anything. Putting celery in something is a whole different thing. I hate celery but if you don't start a stew be sauteing some celery in the pot you have missed a good thing. Sauteing celery does something magical to it.
