I recall Deion Sanders built a lake on his property and backed up water onto a neighbor and had to fix the issue. I searched and couldn't find the article.

As long as I have been building and developing, the "rule" has been you can't increase your water flow off your property(storm water detention/retention) and you can't back water up onto someone else's property.
I would start with public works and code enforcement and then talk with an attorney if needed.
