Unless you spray the trees yourself, spraying has nothing to do with the lack of catalpa worms, if none make it to the ground to pupate, you won't have any the next year or next couple of years or even longer.

I have a few worms back on my tree if someone wants some. They won’t last long. Think this is their last round of cleaning the tree for the year. Must keep cool till you place them on your tree. Worms need to be placed on the tree after the sun goes down. I’m across the pond in SC

I was out checking my trees today and they are covered up with worms. I've only owned the property for a couple of years. What are the white spots on the worms?

Those are the cocoons of a parasitic wasp that laid eggs the the worm. That catalpa moth lays her eggs on the leaves.
