In 2018, the Tennessee Wildlife Resources Agency spotted the state's first case of chronic wasting disease, a neurological disease always fatal to deer.

It tested thousands of deer to track its spread, and nobody at the agency knew more about its testing results than James Kelly.

He didn't like what he was seeing from the TWRA: He felt the agency was reporting inaccurate information and instead of owning up to it, was trying to cover it up.
