Using Climbing Spikes on WMA

I watched a Georgia Youtuber say its legal to use climbing spikes on public land in Georgia. On page 38 of the regs, it reads: No carving, cutting, chopping or damaging of live or standing trees. Spikes damage trees, looks illegal to me? Is he right? or is it illegal?

Old Warren & Sweat treestands did more damage then I think spikes would.

I talked with the DNR years ago about it and they said spikes were ok.
