From the CDC site, why is Florida allowing meat in? The CDC says CWD can be in blood:

All these carcass rules are really intended to minimize the chance that infectious material gets discarded onto the landscape where deer can access it, particularly brain and spinal column. Deboning requirements really limit the amount of material that will be discarded rather than consumed. There's still so much we don't know about introduction of CWD through carcass parts, so it's difficult to strike a good balance between risk mitigation and hunter inconvenience.
