Smilie Problems

It won't let me attach a smilie. What could be the problem?I would have added a confused smilie but it won't let me.

NGMM look at the post or reply screen. There is a box there, if checked, will disable the Smilies. It's in the Additional options box.

Not checked and still don't work.When I click on a smily the page goes to the top.
