Does the Bible say specifically that God did not create life anywhere else in His universe except on planet Earth?

If you're asking for extra-terrestrial life, the bible doesn't say. My own conclusion is maybe or maybe not they exist. I tend toward NOT but it wouldn't violate my theology if such life did exist. There are certainly a lot of heavenly spirits and beings but we don't know the specifics of their nature (angels, demons, messengers, etc.).

The Bible is all about the interaction of God with man and focused on the Earth and the heavens and a redemptive plan through Christ. It pretty much sticks to that purpose, that is to lead us to knowledge of the truth of God and Christ.

What about the "other sheep" in John 10:16? Jews, Native Americans, or Aliens?

The Jews are the ones he came to!

That doesn’t refer to any specific people group just sheep(those who hear him and follow him). So I am one of those!
